2025 Measure C Expenditure Plan Development

With the current Measure C extension set to expire in June 2027, Fresno COG was charged with developing a transportation plan that could become a renewal to the measure. Working with the community, member agencies and a steering committee, a proposed measure was developed.

The following are documents approved by Fresno COG’s Policy Board December 18, 2025.

However, at a special Fresno COG Policy Board meeting on Jan. 7, the Board voted 9-3 to discontinue activity on Measure C efforts. Staff will not be seeking resolutions of support from the 16 jurisdictions in Fresno County for the 2026 Measure C Expenditure Plan that the Board approved in December.  This action was in response to the Fresno County Board of Supervisors declining to place the Expenditure Plan on its agenda for approval in January, which was the COG Board’s specific direction when it approved the Plan in December.  The vote effectively ends the government-led effort to renew Measure C.

Creation of the MC3 2026 Final Implementing Guidelines

Fresno COG worked with a consultant to form a Steering Committee that ultimately crafted a draft plan and guidelines. The draft plan was then forwarded to the Fresno COG Policy Board for review, edit and approval on December 18. 
 
Seventeen Steering Committee meetings were held between April and December 2025. Vast amounts of data and information was presented during the meetings. The following chart summarizes the information received by date and topic.
