The Fresno Council of Governments, in accordance with 49 CFR Part 26, adopts a triennial disadvantaged business enterprise (DBE) goal to apply  in Fresno COG awarded contracts funded with federal or state grants.  Fresno COG maintains a data base of consultants, including certified DBE’s, willing and able to participate in our procurement process for specialized transportation planning studies as appropriated in our annual adopted Overall Work Program and Budget.  We notify consultants registered in this data base of specific consulting opportunities through issuance of Request for Proposal.  We also notice and convene an annual public hearing to set our DBE Goal setting methodology. The annual public hearing is held on the last Thursday of June.  On June 28, 2018 in public hearing, the Fresno COG Policy Board adopted Resolution 2018-13 setting our three year DBE goal from October 2018 through September 2021 at 16 percent. Fresno COG’s DBE records are on file in Fresno California, at 2035 Tulare Street, Suite 201. Fresno COG will accept comments on the DBE program at any time. Consultant Database Information Sheet


Each year we request certain information from consultants when compiling a bidders list. However, providing this information to us is optional on your part.


Fresno COG maintains a race neutral DBE program in compliance with 49 CFR Part 26. Recently the Federal Highway Administration and State Department of Transportation issued revised guidance concerning our DBE program pursuant to a Disparity Study that found six groups presumed to be disadvantaged are underutilized as defined by the Code of Federal Regulations 49 CFR part 26. The six underutilized groups are African American, Asian Pacific American, Native American, Women, Hispanic males and Subcontinent Asian males (Indian).


We have added a field to our database for NAICS CODE per new federal regulations. If your code is anything other than #541 – Professional, Scientific and Technical Services, please fill in the field. Otherwise we will assume it’s #541.

Fresno COG offices will be closed on Tuesday, March 31, 2020 in observance of Caesar Chavez Day.

Fresno COG Office Operations: Consistent with protocols being followed by state and local public agencies, in light of the COVID -19 crisis, beginning today March 19, 2020, the majority of Fresno COG staff will be telecommuting from home.

Regional Transportation Mitigation Fee (RTMF) Collection: Fresno COG will continue to collect RTMF mitigation fees, however RTMF payments will only be collected on Monday and Tuesday until March 31st or until the COVID-19 situation is mitigated to a level deemed safe by public health officials.

Senior Taxi Scrip Program: Seniors who live in Fresno County will still be able to purchase senior taxi scrip via mail.
