In 2019, Fresno Council of Governments (Fresno COG) developed a multijurisdictional Pavement Management System (PMS) for nine cities within the region that did not have a program in place at that time. A Pavement Management System is designed to provide objective information and reliable data to support analysis, enabling local agencies to make consistent, cost-effective, and data-driven decisions related to pavement preservation. With a PMS, cities can better prioritize roadway improvements and more effectively manage roadway repair and maintenance activities.
Following the initial system development in 2019, Fresno COG allocated funding in 2023 to update the existing Pavement Management Systems. The project reactivated systems where licenses had lapsed, updated pavement databases with the most recent Pavement Condition Index (PCI) data, and worked with participating agencies to refine decision trees. The effort also produced a comprehensive systemwide report for each agency, as well as a regional report based on the individual analyses.
