San Joaquin Valley VisionEval (SJV-VE)
The Fresno Council of Governments (FCOG) partnered with the Metropolitan Planning Organizations (MPOs) in the San Joaquin Valley region to develop a shared regional strategic planning model using the VisionEval software package.
VisionEval helps communities understand how transportation, land use, and policy choices may affect travel behavior, vehicle miles traveled (VMT), and greenhouse gas (GHG) emissions. Complementing traditional traffic models, VisionEval focuses on big-picture outcomes and is especially useful for evaluating changes in population and demographics, housing and land use patterns, travel demand management, and vehicle technology.
Why This Matters
The San Joaquin Valley VisionEval (SJV-VE) model provides a consistent, regionwide approach to explore how different future scenarios may influence mobility, emissions, and equity outcomes. It complements each MPO’s Regional Transportation Plan (RTP) by helping decision-makers compare policy alternatives and assess trade-offs on a regional scale.
Reference Scenario
A baseline reference scenario was created using the adopted 2022 RTP assumptions from each San Joaquin Valley MPO. This scenario represents current plans and serves as the starting point for comparison.
Exploring Future Scenarios
VisionEval allows users to test many alternative futures through a multi-scenario approach. By adjusting key assumptions, such as demographics, travel cost/pricing, or housing development, the model can evaluate how different policy directions compare to the reference scenario, which is built based on 2022 RTP preferred scenarios adopted by each San Joaquin Valley MPO.
A set of demonstration scenarios illustrates how changes in areas like population trends, land use pattern, fees/costs, and transportation infrastructure may affect travel and emissions outcomes. An interactive scenario visualizer was developed to display inputs and results for the reference scenario and 109 demonstration scenarios.
