Multi-Jurisdictional Housing Element

The Fresno Council of Governments as the lead agency in coordination with the cities of Fresno, Coalinga, Firebaugh, Fowler, Huron, Kerman, Kingsburg, Mendota, Orange Cove, Parlier, Reedley, San Joaquin, Sanger, Selma, and the County of Fresno have kicked off the sixth round Housing Element update referred to as the Multijurisdictional Housing Element Update.

 

Please join these jurisdictions and CCRH (California Coalition for Rural Housing) at a series of community workshops to discuss the Housing Element Update process, identify specific needs and opportunities, and share your insights and ideas on how the community can improve housing opportunities locally and on a regional level. The community workshops will be held from August – October and all Fresno County residents are welcome to attend.

What is a Housing Element?

The housing element is one of seven required elements of the general plan. However, it has several unique requirements that set it apart from the other six elements. State law  (Government Code Section 65580 (et seq.)) specifies in detail the topics that the housing element must address and sets a schedule for regular updates. State law requires each local government to update its housing element every eight years.  The housing element is also the only element reviewed and certified by the State for compliance with State law.  The Department of Housing and Community Development (HCD) is the State department responsible for this certification.

 

The Multi-Jurisdictional Housing Element covers the planning period of December 31, 2015, through December 31, 2023, and was adopted and submitted to HCD for certification by December 31, 2015.
