Step 3: Determine Project Size, Analyze VMT
Retail projects are analyzed based on the project’s total regional VMT. Large retail projects (greater than 50,000 sqft, and excluding those that are deemed locally-serving retail) must be analyzed using the Fresno COG Activity-Based Model. For projects that must use the ABM, project sponsors can either contact COG staff or use Fresno COG’s VMT Modeling Consultant List.
